Operations for comments on CDC-Laidlaw Power Corporation`s
proposed Lower Wahleach Creek Hydroelectric Project with the
following comments:

That the FVRD reaffirm its request to the Province to initiate the
development of a regional energy plan to facilitate the evaluation
of run-of-river hydroelectric proposals;
2.
That CDC-Laidlaw Power Corporation will require a
Development Permit and a Building Permit for the proposed
Lower Wahleach Creek Hydroelectric Project;
3.
That the FVRD has adopted a Community Benefit Contribution
Policy for run-of-river hydroelectric projects. The FVRD Board
encourages CDC-Laidlaw Power Corporation to consider a
voluntary contribution of financial, tangible assets or in-kind
resources that will result in a benefit to Laidlaw;
4.
That CDC-Laidlaw Power Corporation continue to engage and
communicate with stakeholders, including but not limited to
property owners in the area, throughout the life cycle of the
project, including construction schedule;
5.
That the Province ensure that CDC-Laidlaw Power Corporation
mitigates any potential harm to fish species and their habitat;
6.
That the Province ensure that CDC-Laidlaw Power Corporation
will not negatively impact the water quality or quantity in the
area; and that
7.
Post construction CDC-Laidlaw Power Corporation re-vegetate
disturbed areas using seed or vegetative propagules of an
ecologically suitable species.

THAT
the Fraser Valley Regional District Board respond to the
request of the Ministry of Forests, Lands and Natural Resource
Operations for comments on CDC-Laidlaw Power Corporation`s
proposed Lower Wahleach Creek Hydroelectric Project with the
following comments:
1.
That the FVRD reaffirm its request to the Province to initiate the
development of a regional energy plan to facilitate the evaluation
of run-of-river hydroelectric proposals;
2.
That CDC-Laidlaw Power Corporation will require a
Development Permit and a Building Permit for the proposed
Lower Wahleach Creek Hydroelectric Project;
3.
That the FVRD has adopted a Community Benefit Contribution
Policy for run-of-river hydroelectric projects. The FVRD Board
encourages CDC-Laidlaw Power Corporation to consider a
voluntary contribution of financial, tangible assets or in-kind
resources that will result in a benefit to Laidlaw;
4.
That CDC-Laidlaw Power Corporation continue to engage and
communicate with stakeholders, including but not limited to
property owners in the area, throughout the life cycle of the
project, including construction schedule;
5.
That the Province ensure that CDC-Laidlaw Power Corporation
mitigates any potential harm to fish species and their habitat;
6.
That the Province ensure that CDC-Laidlaw Power Corporation
will not negatively impact the water quality or quantity in the
area; and that
7.
Post construction CDC-Laidlaw Power Corporation re-vegetate
disturbed areas using seed or vegetative propagules of an
ecologically suitable species.
