the Fraser Valley Regional District Board respond to the
referral of Mining Lease Application 13880-02-632 by 266531 BC
LTD which pertains to the development of an aggregate and
decorative rock quarry on Crown land on Sumas Mountain for a
duration up to thirty years stating that the FVRD strongly objects to
the proposed mining lease and has concerns regarding the following
items:
1. Zoning does not permit aggregate extraction or processing.
2. OCP policies do not support aggregate processing and state that
the potential impacts of aggregate operations in the area should be
considered in terms of their
cumulative
impacts, because there are a
number of such operations already in the area.
3. Aggregate supply in existing extraction sites within the Electoral
Areas has enough supply for 328 years of demand per data from
2013 FVRD aggregate supply assessment.
4. Impacts to Sumas Mountain Inter-Regional Park, which was
approved by the Province, and which has an emphasis on
conservation and protection of the environment. The park is co-
managed by the FVRD and Metro Vancouver and includes significant
investments in two public trails; Experience the Fraser – Canyon to
Coast trail and Centennial Trail.
5. Past public feedback does not support the statement in the 2011
application that there would not be significant socio-community
impacts other than a minor increase in traffic.
6. Cumulative environmental and hydrological impacts (i.e. the
impact of the quarry operation in conjunction with other quarries and
other activities in the area is relevant, not just the proposal in strict
isolation).
7. Road maintenance, safety, and cumulative traffic impacts.
8. Community and regional park impacts including noise, dust and
vibration.
9. Cultural resources (archaeological or other) may be impacted.
10. The City of Abbotsford raised legitimate concerns about the
impact on roads under its jurisdiction and the inability to recover fees
for proper road maintenance.
11. Lack of public consultation for current application
12. The forest service road has multiple users, including recreational
groups such as hikers and mountain bike riders. Users could be
seriously impacted by daily haulage traffic from the proposed quarry.
13. The interests of pre-existing woodlot licensees could be adversely
affected by this proposal.
14. First Nations need to be consulted and concerns addressed.
AND THAT
The Fraser Valley Regional District Board send a letter to
the Minister of Energy and Mines and Responsible for Core Review
outlining the Regional District’s opposition to the proposed mining
lease application.

the Agricultural Land Commission (ALC) non-farm use
application from Donna Dulewich and Mark Reimann ("the applicants") for a wedding ceremony wedding venue at 8581 Eagle

(ALR) be forwarded to the ALC for consideration;
AND THAT
the FVRD forward the application to the ALC with no
comments;
AND FURTHER THAT
pending the ALC approval, a Temporary Use
Permit or an Official Community Plan amendment and Zoning
amendment would be required to ensure the proposed non-farm use
is consistent with FVRD bylaws. If the application is denied by the
ALC, the non-farm use is not possible.
