future two lot subdivision.

Bylaw No. 1350, 2015 be forwarded to Public Hearing;
THAT the Fraser Valley Regional District Board delegate the holding of the
Public Hearing with respect to proposed Fraser Valley Regional District Zoning
Amendment Bylaw No. 1350, 2015 to Director Alec Niemi, or his Alternate in
his absence;
THAT Director Niemi, or his Alternate in his absence, preside over and Chair
the Public Hearing with respect to proposed Bylaw 1350, 2015;
THAT the Chair of the Public Hearing be authorized to establish procedural
rules for the conduct of the Public Hearing with respect to proposed Bylaw
1350, 2015 in accordance with the Local Government Act;
THAT in the absence of Director Niemi, or his Alternate in his absence at the
time of the Public Hearing with respect to proposed Bylaw No. 1350, 2015 the
Fraser Valley Regional District Board Chair is delegated the authority to
designate who shall preside over and Chair the Public Hearing regarding this
matter;
THAT in accordance with Section 475 and 476 of the Local Government Act the
Fraser Valley Regional District Board consider whether opportunities for
consultation with persons, organizations and authorities should be early and
ongoing, and specifically consider whether consultation is required with:
(i) the council of any municipality that is adjacent to the area covered by the
plan,
(ii) first nations,
(iii) school district boards, greater boards and improvement district boards, and
(iv) the Provincial and federal governments and their agencies;

matters with statutory requirement to engage, a notice and referral of the Bylaw

Bylaw No. 1181, 2014 is required.
1. Consultation is necessary with neighbourhood/community members,
recreation user groups, the Semá:th First Nation, City of Abbotsford,
Fraser Valley Regional District and Metro Vancouver Regional District.
3. Zoning does not permit aggregate processing.
OCP policies do not support aggregate processing and state that the
potential impacts of aggregate operations in the area should be
considered in terms of their cumulative impacts, because there are a
number of such operations already in the area.
4. Aggregate supply in existing extraction site within the Electoral Areas has
enough supply for 328 years of demand per data from 2013 FVRD
aggregate supply assessment.
5. Sumas Mountain Inter-Regional Park parking lot facility and trails are
directly adjacent or travel through the proposed extraction site. Park
impacts also include; visual, noise, dust and vibration impacts.
6. Environmental and hydrological impacts to Sumas Mountain habitat
adjacent to Sumas Mountain Regional Park, including the potential for
Mountain Beaver an identified Species at Risk.
7. AND THAT The Fraser Valley Regional District Board send a letter to the
Minister of Energy and Mines outlining the Regional District’s opposition to the
proposed Mines Act Permit and Mining Lease applications.

THAT the Fraser Valley Regional District Board authorize a grant-inaid
in the amount of $2,000 to the Spuzzum First Nation, funded
from the Electoral Area "B" grant-in-aid budget, to help offset the
cost of a greenhouse addition to an already established community
garden.

13.1.2 EASC 2017-099
THAT the Fraser Valley Regional District Board authorize a grant-inaid
in the amount of $2,000 to the Fraser Valley Bald Eagle Festival
Society, funded from Electoral Area “C”, to assist in the funding of
their annual Fraser Valley Bald Eagle Festival.

13.1.3 EASC 2017-100
THAT the Fraser Valley Regional District Board authorize a grant-inaid
in the amount of $1,000 to the Chilliwack River Valley Volunteer
Fire Department with the grant being funded from the Electoral Area
“E” grant-in-aid budget and being used to help fund membership
activities in appreciation of the volunteer work and dedication that
the members provide to their communities.

THAT the Fraser Valley Regional District Board authorize a grant-in-
aid in the amount of $1,000 to Charles A. Bernal, Director of the

budget.

THAT the Electoral Area Services Committee (EASC) refer the
proposed East Harrison (Cogburn Creek) residential-resort proposal
to staff for review and detailed comments with respect to application

including but not limited to the District of Kent, Village of Harrison
Hot Springs, Sts'ailes and Scowlitz First Nation and Provincial
agencies;
AND FURTHER THAT the Electoral Area Service Committee
(EASC) provide preliminary comments to Lakeside Pacific Forest
Products (LPFP) for consideration in preparation of the required
comprehensive Neighbourhood Community Plan (NCP) and Zoning
Bylaw amendment applications, with specific consideration to the
following issues: Road access,; Geo-hazard, Fire and Emergency
Response; Servicing - Operational and Financial Impacts; Strata
Expectations and Feasibility.
