MOTION FOR CONSIDERATION THAT the Fraser Valley Regional District Board send a letter to the Minister of Energy and Mines regarding Mining Lease Application by 266531 BC LTD – Event Number 548130 on Sumas Mountain for decorative rock reiterating the FVRD’s ongoing objection to proposed mining lease and concerns regarding the following items:
1. Zoning does not permit mineral/aggregate extraction or processing.
2. OCP policies do not support mineral/aggregate processing and state that the potential impacts of aggregate operations in the area should be considered in terms of their cumulative impacts, because there are a number of such operations already in the area.
3. Aggregate supply in existing extraction site within the Electoral Areas has enough supply for 328 years of demand per data from 2013 FVRD aggregate supply assessment.
4. Impacts to Sumas Mountain Inter-Regional Park, which was approved by the Province, and which has an emphasis on conservation and protection of the environment. The park is co-managed by the FVRD and Metro Vancouver and includes significant investments in two public trails; Experience the Fraser – Canyon to Coast trail and Centennial Trail.
5. Cumulative environmental and hydrological impacts (i.e. the impact of the quarry operation in conjunction with other quarries and other activities in the area is relevant, not just the proposal in strict isolation).
6. Road maintenance, safety, and cumulative traffic impacts.
7. Community and regional park impacts including noise, dust and vibration.
8. Cultural resources (archaeological or other) may be impacted.
9. The City of Abbotsford raised legitimate concerns about the impact on roads under its jurisdiction and the inability to recover fees for proper road maintenance.
10. Lack of public consultation for current application.
11. The forest service road has multiple users, including recreational groups such as hikers and mountain bike riders. Users could be seriously impacted by daily haulage traffic from the proposed quarry.
12. The interests of pre-existing woodlot licensees could be adversely affected by this proposal.
13. First nations need to be consulted and concerns addressed.

3. Aggregate supply in existing extraction site within the Electoral Areas has enough supply for 328 years of demand per data from 2013 FVRD aggregate supply assessment.
4. Impacts to Sumas Mountain Inter-Regional Park, which was approved by the Province, and which has an emphasis on conservation and protection of the environment. The park is co-managed by the FVRD and Metro Vancouver and includes significant investments in two public trails; Experience the Fraser – Canyon to Coast trail and Centennial Trail.
5. Cumulative environmental and hydrological impacts (i.e. the impact of the quarry operation in conjunction with other quarries and other activities in the area is relevant, not just the proposal in strict isolation).
6. Road maintenance, safety, and cumulative traffic impacts.
7. Community and regional park impacts including noise, dust and vibration.
8. Cultural resources (archaeological or other) may be impacted.
9. The City of Abbotsford raised legitimate concerns about the impact on roads under its jurisdiction and the inability to recover fees for proper road maintenance.
10. Lack of public consultation for current application.
11. The forest service road has multiple users, including recreational groups such as hikers and mountain bike riders. Users could be seriously impacted by daily haulage traffic from the proposed quarry.
12. The interests of pre-existing woodlot licensees could be adversely affected by this proposal.
13. First nations need to be consulted and concerns addressed.

3. That the FVRD has adopted a Community Benefit Contribution Policy for run-of-river hydroelectric projects. The FVRD Board encourages Frosst Creek Hydro Inc. to consider a voluntary contribution of financial, tangible assets or in-kind resources that will result in a benefit to the community of Columbia Valley;
4. That Frosst Creek Hydro Inc. work with the FVRD to implement their commitment for a water tank for local fire department use;
5. That Frosst Creek Hydro Inc. work with the FVRD and community to explore options for a public trail amenity;
6. That Frosst Creek Hydro Inc. continue to engage and communicate with stakeholders, including but not limited to neighbouring property owners, throughout the life cycle of the project, including construction schedule;
7. That the Province ensure that Frosst Creek Hydro Inc. adequately mitigates any potential harm to fish species and their habitat, specifically but not limited to Cultus Lake sockeye salmon;
8. That the Province ensure that Frosst Creek Hydro Inc. will not negatively impact the water quality or quantity of wells in the neighbourhood or the current water licenses holders; and that
9. Post construction Frosst Creek Hydro Inc. re-vegetate disturbed areas using seed or vegetative propagules of an ecologically suitable species; and that
10. Owner will need to ensure noise reduction systems are in place to reduce noise disruption to the surrounding properties.
