open houses, community garden workshops and to complete phase 2
of the Community Garden project.

the Fraser Valley Regional District Board authorize staff to
respond to the Notice of Work file 100119312 with the following
comments:

The FVRD recommends the Ministry of Energy, Mines and Natural Gas ensure consultation occurs with the Recreation
Sites and Trails Branch of the Ministry of Forests, Lands and
Natural Resource Operations prior to the issuance of any
approvals for this proposal, due to the proximity of the proposed
Area of Exploration and proposed drill holes to the Tamihi Creek
Recreation Site.
•
The FVRD recommends the Ministry of Energy, Mines and
Natural Gas ensure consultation occurs with the potentially
affected First Nations prior to the issuance of any approvals for
this proposal.
•
The FVRD recommends if the Ministry of Energy, Mines and
Natural Gas permits the proposed mineral exploration drilling,
that any activities in the proposed Area of Exploration be limited
to weekdays to minimize conflict with recreational users in the
vicinity.
•
The FVRD recommends if the Ministry of Energy, Mines and
Natural Gas permits the proposed mineral exploration drilling,
that the applicant be encouraged to maintain a minimum 5 metre
no-disturbance buffer from the Trans Canada Trail to maintain
the scenic quality of the recreational trail.
•
The FVRD recommends if the Ministry of Energy, Mines and
Natural Gas permits the proposed mineral exploration drilling,
that the applicant be informed that a no disturbance riparian
buffer is required for mining activities and Development Permit
for Riparian Areas would be required prior to any land alteration
within a Riparian Assessment Area.
•
The FVRD recommends if the Ministry of Energy, Mines and
Natural Gas permits the proposed mineral exploration drilling,
that to avoid conflict with the Tamihi Creek Recreation Site,
drilling activity noise is to be limited to 7:00am to 7:00pm only.
•
The FVRD notes that while the extraction of raw materials is not
subject to Official Community Plan land use designations or
zoning regulations, the proposed resource extraction is not a
permitted use in the portion of the Area of Exploration within the
Conservation Area (C) or Agricultural (AG) designations, and
permitted only under certain conditions within the portion of the
proposed Area of Exploration within the Limited Use (LU) land
use designation, in accordance with the bylaw cited as “Fraser
Valley Regional District Official Community Plan for Electoral
Area E Bylaw No. 1115, 2011.” The proposed extraction of raw
materials is a permitted use in the portion of the Area of
Exploration within the Institutional (L-2) zone, but not in the
portion of the Area of Exploration within the Park (P-1) zone, in
accordance with the bylaw cited as “Zoning Bylaw for Electoral
Area “E”, 1976 of the Regional District of Fraser Cheam.” The
two proposed drill holes in the application package for file
100119312 are within the Institutional (L-2) zone. There is to be
no processing of the material extracted at the site; a rezoning would be required to permit mineral processing.
