MOTION FOR CONSIDERATION
THAT the following Consent Agenda items 13.1.1 to 13.1.6 be endorsed:
13.1.1 RACS 2017-034
THAT the Regional and Corporate Services Committee respond to
the referral of Crown Land Tenure Application File No. 2411781 by
John Carley of Corium Quarry on Sumas Mountain for a temporary
licence to determine the viability of a quarry by stating that the
FVRD objects to the proposed licence;
AND THAT the FVRD concerns be conveyed to the province
regarding the following matters:
1. Sumas Mountain is a dominant and unique landscape feature
in the Fraser Valley that captures the appreciation and
imagination of many. It holds special significance to First
Nations, has high conservation values and is popular with trail
users. This referral should be referred to Sumas First Nation,
the People of the River Referrals Office, and the City of
Abbotsford.
2. The subject parcel is immediately adjacent to Sumas Mountain
Interregional Park (SMIRP) which is jointly managed by the
Fraser Valley Regional District and Metro Vancouver. This
partnership has created a unique opportunity for collaboration
to advance outdoor recreation, cultural and conservation
objectives supporting Experience the Fraser (ETF), for both
regional districts. No development, vegetation removal or land
alteration is permitted within the boundaries of Sumas
Mountain Interregional Park.
3. The Crown lands for the proposed investigate activities abuts
SMIRP, therefore proper interface planning and practices need
to be determined with both regional districts and then
implemented in order to mitigate impacts to the park.
4. On Sumas Mountain the Experience the Fraser (ETF) Canyon
to Coast Trail routing follows the Centennial Trail. The trail was
destroyed in 2010 due to quarry activities on the adjacent
property east of the subject parcel. Re-establishing this trail link
between Quadling Road and the park should be one of several
potential recreation related remediation conditions of any
proposed future works.
5. The pre-development management plan does not address
species at risk. A review of the B.C. Conservation Data
Centre’s species at risk should be undertaken and a proactive
approach of surveying and inventorying for species at risk done
by a qualified professional before any ground works
commences since there is a likelihood that species at risk
occur within this parcel since species at risk have been
identified within the park.
6. The pre-development management plan does not address
community water sources. Prior to the commencement of the
investigative phase, water supply intakes and community
watershed boundaries should be groundtruthed and flagged to
avoid encroachment or impact.
7. Consultation and public meetings by the applicant are needed
to identify concerns and discuss ways to mitigate these
potential negative impacts on both the landscape and
viewscape that this quarry operation will have should Phase 2
proceed.
8. All proposed activities and land alterations should be reviewed
by a geotechnical and hydrological professional to address any
upslope impact to the park, landslide potential and manage
sediment runoff from any activities or roads which ultimately
drain into the Sumas River to ensure sediment loads are not
increased.
9. The FVRD did not directly receive this referral from the Ministry
of Forests, Lands and Natural Resource Operations.

THAT the Fraser Valley Regional District Board authorize a grant-inaid
to the Chilliwack Vedder River Cleanup Society in the amount of
$1,100 to be funded from the 2017 Electoral Area “E” grant-in-aid
budget to help offset the costs associated with hosting the
Chilliwack Vedder river cleanup on BC Rivers Day in late
September.

$25,300.00 for the construction of community trails and amenities in
lieu of cash-in-lieu of park land dedication for subdivision file 3320-

THAT the following Consent Agenda items 13.1.1 to 13.1.6 be endorsed:
13.1.1 RACS 2017-034
THAT the Regional and Corporate Services Committee respond to
the referral of Crown Land Tenure Application File No. 2411781 by
John Carley of Corium Quarry on Sumas Mountain for a temporary
licence to determine the viability of a quarry by stating that the
FVRD objects to the proposed licence;
AND THAT the FVRD concerns be conveyed to the province
regarding the following matters:
1. Sumas Mountain is a dominant and unique landscape feature
in the Fraser Valley that captures the appreciation and
imagination of many. It holds special significance to First
Nations, has high conservation values and is popular with trail
users. This referral should be referred to Sumas First Nation,
the People of the River Referrals Office, and the City of
Abbotsford.
2. The subject parcel is immediately adjacent to Sumas Mountain
Interregional Park (SMIRP) which is jointly managed by the
Fraser Valley Regional District and Metro Vancouver. This
partnership has created a unique opportunity for collaboration
to advance outdoor recreation, cultural and conservation
objectives supporting Experience the Fraser (ETF), for both
regional districts. No development, vegetation removal or land
alteration is permitted within the boundaries of Sumas
Mountain Interregional Park.
3. The Crown lands for the proposed investigate activities abuts
SMIRP, therefore proper interface planning and practices need
to be determined with both regional districts and then
implemented in order to mitigate impacts to the park.
4. On Sumas Mountain the Experience the Fraser (ETF) Canyon
to Coast Trail routing follows the Centennial Trail. The trail was
destroyed in 2010 due to quarry activities on the adjacent
property east of the subject parcel. Re-establishing this trail link
between Quadling Road and the park should be one of several
potential recreation related remediation conditions of any
proposed future works.
5. The pre-development management plan does not address
species at risk. A review of the B.C. Conservation Data
Centre’s species at risk should be undertaken and a proactive
approach of surveying and inventorying for species at risk done
by a qualified professional before any ground works
commences since there is a likelihood that species at risk
occur within this parcel since species at risk have been
identified within the park.
6. The pre-development management plan does not address
community water sources. Prior to the commencement of the
investigative phase, water supply intakes and community
watershed boundaries should be groundtruthed and flagged to
avoid encroachment or impact.
7. Consultation and public meetings by the applicant are needed
to identify concerns and discuss ways to mitigate these
potential negative impacts on both the landscape and
viewscape that this quarry operation will have should Phase 2
proceed.
8. All proposed activities and land alterations should be reviewed
by a geotechnical and hydrological professional to address any
upslope impact to the park, landslide potential and manage
sediment runoff from any activities or roads which ultimately
drain into the Sumas River to ensure sediment loads are not
increased.
9. The FVRD did not directly receive this referral from the Ministry
of Forests, Lands and Natural Resource Operations.

to the Chilliwack Vedder River Cleanup Society in the amount of
$1,100 to be funded from the 2017 Electoral Area “E” grant-in-aid

Chilliwack Vedder river cleanup on BC Rivers Day in late
September.
